Candace Kelly
Candace Kelly is a lawyer who has served as general counsel at the Stellar Development Foundation, a nonprofit supporting access to financial services through the Stellar network. Her work connects the legal and public-policy questions around digital payments with efforts to improve cross-border financial access. Before entering the private sector, she spent more than fifteen years as a federal prosecutor in the United States.
